Zero-Downtime Deploys with Octane + ECS

Deploys should be boring. Blue/green on ECS, expand-contract migrations so rollbacks are safe, and cache warming so the first request after deploy isn't the slowest.

Build once, push image, spin up the new fleet, run migrations in expand phase, shift traffic, drain and decommission the old fleet. All scripted, all tested.
